Lacey's theory can be used to a reasonable extent. The situation in rivers is quite different in as much as there is a large variation in the discharge as well as the sediment load. It is only during the high floods that conditions approaching the regime may be attained partially and hence rivers can at best attain what is called quasi regime conditions only during floods.
Garret's diagram gives the graphical method of designing the channel dimensions based on Kennedy's Theory.
